A county (, plural ) is the first-level administrative subdivision of Estonia. Estonian territory is composed of 15 counties, including 13 on the mainland and 2 on islands. Each county's government () of each county is led by a (governor) who represents the national government () at the regional level. Governors are appointed by the national government for a term of five years.
